Ann Waiguru's Impeachment Trial and Intrigues Gearing up Amid Divisions in The Senate


Impeached Kirinyaga Governor Anne Mumbi Waiguru could be the latest victim to flop before the Senate. This is after a decision was made earlier this week to have Waiguru's fate determined by a team of 11 senators and not a committee of the whole house as earlier proposed.

45 senators voted in favor of the 11 member committee against 14 who were opposed to it arguing that the plenary way was the only solution to deliver justice to the people of Kirinyaga county. However, Mandera senator Mahmud Mohamed refrained himself from the exercise.


Kakamega senator Cleophas Malala (Pictured above) who was elected unopposed to chair the 11-member senate committee said that they will sit and substantiate the allegations tabled by the Kirinyaga County Assembly. He also assured Kenyans that the whole process will be impartial considering the weight of the matter.

"This committee has membership which is competent and I want to assure Kenyans that we are going to conduct this exercise with all the fairness it deserves and whatever resolution this committee will come up with, will be free and fair to all parties," Malala said.

Nominated senator Halakhe Abishiro who garnered 5 votes was elected Vice-Chairperson of the committee, defeating Nyandarua senator Mwangi Githiomi who got 4 votes. Others who will serve in the committee include Michael Mboti (Trans-Nzoia), Beth Mugo (Nominated), Anwar Loitiptip (Lamu), Beatrice Kwamboka (Nominated), Stewart Madzayo (Kilifi), Moses Kajwang (Homabay), Judith Pareno (Nominated) and Philip Mpayeei of Kajiado.

Ms. Ann Waiguru has managed to survive the rumble and tumble of Kirinyaga political storms since her election into office and is expected to face an uphill task when she appears before the senate committee to defend and clear her name which has been tarnished by the members of the county assembly.

When Waiguru was impeached by Kirinyaga County Assembly on June 9, they accused her of gross misconduct, abuse of office, manipulation of public procurement procedures and violation of the constitution among others. It was alleged that she illegally conferred a benefit of 10.6 million shillings to herself as travel allowances although the MCAs claimed that she didn't travel.

The estranged county boss was also faulted for failing to deliver the annual state of the county address to the assembly, an act that was termed by the ward representatives as violation of the doctrine of sovereignty and the people of Kirinyaga had no option but to lose trust in her.

The appointed senate committee will now probe grounds on which the embattled Governor was impeached, investigate the charges leveled against her, and table a report before the house within 10 days that they were given by the speaker of the senate Ken Lusaka.
